Dem Leaders Coalesce On Strategy To Salvage Obama's Health Care Overhaul

WASHINGTON (AP) - Democratic congressional leaders are coalescing around their last, best hope for salvaging President Barack Obama's sweeping health care overhaul.

Their plan is to pass the Senate bill with some changes to accommodate House Democrats, senior Democratic aides said Monday. Leaders will present the idea to the rank and file this week, but it's unclear whether they have enough votes to carry it out.

Last week's victory by Republican Scott Brown in Massachusetts cost Democrats the 60th vote they need to maintain undisputed control of the Senate, jeopardizing the outcome of the health care bill just when Obama had brokered a final deal on most of the major issues.

The new strategy is as politically risky as it is bold. There is widespread support for Obama's goals of expanding coverage to nearly all Americans while trying to slow costs. But polls show the public is deeply skeptical of the Democratic bills, and Republicans would certainly accuse Democrats of ignoring voters' wishes.

Obama initially voiced doubts last week that a comprehensive bill was still viable, but he now seems to be pushing for it. Asked Monday if the president was backing away from his pursuit of major changes, White House spokesman Robert Gibbs responded: "No."

"I think the president believes that the circumstances that led him to undertake greater security for people in their health care ... existed last year, last week, and this week," Gibbs added.

House Speaker Nancy Pelosi, D-Calif., said last week she does not have the votes to pass the Senate bill without changes. Democratic congressional aides, speaking on condition of anonymity because the issue is in flux, said the latest strategy involves using a special budget procedure to revise the Senate bill.

The procedural route -- known as reconciliation -- would allow a majority of 51 senators to amend their bill to address some of the major substantive concerns raised by the House. That would circumvent the need for a 60-vote majority to hold off Republican delaying tactics.

The remaining alternatives are unappealing: scaling back the health care bill to less controversial, smaller pieces, or setting it aside altogether.

Momentum is growing to pass the Senate bill with compromises agreed on by the president and congressional leaders, said Ron Pollack, executive director of Families USA, a liberal advocacy group. "Are they there yet? No," he said.

Among those arguing for a quick strike on health care is David Plouffe, the political adviser who helped elect Obama president and has just been summoned back by the White House to help coordinate this year's elections.

"I know that the short-term politics are bad," Plouffe argued in a Washington Post op-ed. "But politically speaking, if we do not pass it, the GOP will continue attacking the plan as if we did anyway, and voters will have no ability to measure its upside." Among the immediate benefits: allowing dependent children to stay on their parents' coverage into their mid-twenties, and assistance for seniors in the Medicare prescription coverage gap.

How the new legislative strategy would work has not been fully determined. Would the House vote with only an assurance the Senate will make fixes?

One problem is that it may not be possible to resolve all the significant differences between the House and Senate bills through the special budget procedure. Only changes that affect taxes and government spending would normally be allowed to pass with a majority of 51 senators, rather than a 60-vote majority.

It's unclear that other major disputes - for example, how to restrict taxpayer funding for abortions -- could be settled similarly. On abortion, the House bill is more restrictive than the Senate version.

"Provisions that have no budgetary effect would clearly run afoul," said James R. Horney, a former Senate Democratic budget aide now with the Center on Budget and Policy Priorities.

That means Democrats might be able to resolve differences between the House and Senate on economic issues: taxing high-cost insurance plans, closing the coverage gap in the Medicare prescription benefit, and providing subsidies to help middle-income households pay insurance premiums. Yet they still could be left with a bill that cannot pass both the House and Senate.

Abortion opponents say they will count any House vote for the current Senate bill as favoring new government subsidies for abortion. "I suggest they do it the other way around, fix it first and then pass it," said Douglas Johnson, legislative director for National Right to Life. "Members will be held accountable for what they actually vote for. It really doesn't do to say, 'I voted for something, but I was against it.'"

Keep Planned Parenthood out of Fitchburg

Planned Parenthood has been given a $387,000 federal grant to provide Health Awareness Services in an office at 317 Main St., Fitchburg, MA.  Six members of the Fitchburg City council have "slammed" these plans according to a Fitchburg Sentenal report,

specifically voting "to draft a resolution urging Planned Parenthood to abandon plans to open a Fitchburg chapter."

We agree with this resolution, and with Councilor-at-large Dean Tran, who said "there already exist many social services providing help to women and we do not need another one in Fitchburg."  Tran wants to combat the "reputation of Fitchburg as the epicenter of social services."

But more importantly, we disagree with the Planned Parenthood concept of "health awareness." When we see the Planned Parenthood signs and their hot pink Toyota Scion with the tag line "Sexual Health Matters" we want to know exactly what they mean.  We get that meaning from their Web site teenwire.com, where such topics as "Will the Gyno (gynocologist) tell your mom that you are having sex?" assure young girls not to worry, but to check first and avoid those gynocologists who might inform their parents. The "Gay, Lesbian, Bisexual, Transgendered and Questioning" link claims that we are either gay or bisexual from birth, yet we may take a long time to question our sexual orientation.  In other words, try it, all ot it.

Planned Parenthood has had a generation to work to reduce sexually transmitted desease, and we do not believe their approach has worked.  We believe the promotion of promiscuity, the mocking of monogamy, and the band-aid of safe-sex has been totally ineffective. Couple this colossal ineffectiveness with the fact that the Fitchburg Planned Parenthood office will be a feeder to the Worcester Planned Parenthood abortion center and you have all the reason Fitchburg needs to keep Planned Parenthood out of town.

Live from DC

By 8:30 this morning, there were already lines of pro-life people waiting to get into the House and Senate buildings.  Their reaction when they heard I was from Massachusetts brought tears to my eyes. 
 
At Harry Reid's office, the aide said that, since Secretary of State Galvin has sent the unofficial election result, the next step is for the Attorney General of Massachusetts to certify that Senator Brown was elgible to run, etc. - Yes the Attorney General!  He insisted Senator Brown will be sworn in next week.
 
Our MCFL caucus was attended by 325-350 people all celebrating the Senate election.  Mark Rienzi, who is in charge of the Buffer Zone Appeal, told us that the Supreme Court decision yesterday on campaign finance has wording that will help if the Court takes our case. 
 
Last year the crowd was 300,000.  This year looks larger!

Pro-abortion advocacy has cost another woman her election.

The Massachusetts Citizens for Life Political Action Committee congratulates Senator Scott Brown on his election to the United States Senate.

John Rowe, Chairman of the PAC, states, "Abortion advertising hurt Martha Coakley badly.  Her  advertisements stated that Scott Brown was backed by Massachusetts Citizens for Life, an anti-abortion group.  Since more than 50% of people self-identify as pro-life, this gained votes for Scott Brown.

"Brown's positions on abortion funding, parental consent and banning partial birth abortions are  favored  by the vast majority of Massachusetts residents, as are conscience rights.

"Coakley attracted attention to the fact that Scott Brown favors conscience rights for medical personnel while she stated that pro-life people should not be allowed to work in emergency rooms.

"Exit polls consistently find that voters who vote on the abortion issue vote two to one pro-life.  This pro-life differential hurt Martha Coakley.

"Pundits agree that Shannon O'Brien lost her race for governor when she advocated abortions for 16 year old girls without their parents' knowledge or consent.  Pro-abortion advocacy has cost another woman her election.

"Personally I would like to thank Martha Coakley for informing so many people about Massachusetts Citizens for Life"

The Secretary of State's office has just informed us that Secretary Galvin has sent a letter to the Clerk of the Senate stating the unofficial results of the election.

Historically, in the case of a special election, such a letter has been sufficient to seat the victorious candidate.

CONGRATULATIONS! Now let's finish the job!

Each and every one of you can be so proud!  You got with Scott before anyone else and never took your eye off the prize!  I heard Pat Buchanan say today what we have been saying all along, that we have literally saved this country.

Envision us all at the March for Life with our signs.  One I had thought of:  "MA = 41st vote".  If you have any ideas for signs, please let me know.  I can also see everyone from all over the country, at the top of Capitol Hill, turning left to the Senate to go in and demand that Scott Brown be seated now before there are any more health care votes.

In reality, everyone can demand that he be seated, but only we can do anything about it.  The US Senate will claim they can't seat him until Massachusetts certifies the vote.  So, again, it is up to us.

Each of us must call Secretary of State Billy Galvin first thing Wednesday morning.  We must tell him to certify Senator Brown's election right away.  The last special election we had was that of Nicki Tsongas.  She was seated in Congress in two days.  Secretary Galvin's contact info:

Phony calls pretending to be from Mass Citizens!

The most disgraceful thing is happening!

Pro-lifers are receiving phone calls from people claiming to be Mass Citizens. The callers say that Mass Citizens is not supporting Scott Brown because of his position on health care!

The truth is that Mass Citizens is suporting Brown because of his position on health care!

These deceitful calls are coming from 202-461-3441, a Washington, DC number. The phone company says this is a company called SOOH. Pro-lifers are not the only victims of this scam. Massachusetts Citizens for Life Political Action Committee predicts Scott Brown will win tomorrow's special U S Senate race.

The MCFL PAC has been working since last September to elect the candidate it describes as a "pro-life vote in the Senate" and the "vote that will defeat the health care bill"

The group completed 440,000 phone calls to pro-life people in the state, distributed 170,000 cards urging votes for Brown, and aired radio ads on major stations across the state.

PAC Chair, John Rowe states, "We feel sure our huge outreach to pro-lifers in Massachusetts will bring them to the polls. Currently, more than 50% of people self identify as pro-life.

"The right to life election differential is 2:1. Of those people who vote on the abortion issue, twice as many vote pro-life. This has been consistent across the country for years. Brown will benefit from this differential"

Boston-In response to U.S. Senate Candidate Martha Coakley's remarks made earlier regarding religious freedom and Catholic emergency room workers, Mass Citizens for Life Political Action Committee Chairman, Jack Rowe, questioned "Inquiring minds want to know just what U.S. Senate Candidate Martha Coakley was thinking when she commented on Catholics working in Catholic Hospital emergency rooms? Now let's be clear, if Coakley says Catholics should not be there because of their religious beliefs, she obviously has decided where people can or cannot work based on religion. I guess for Coakley, depending on circumstances, the separation of church and state is negotiable."
