Bishops Call for Unprecedented, Massive Catholic Opposition to Abortion in Health Care Reform

WASHINGTON, D.C. (Catholic Online) - An E-mail directive has been sent from the United States Conference of Catholic Bishops Pro-Life Activities Secretariat mobilizing every parish in the United States of America. It contains an urgent message which is to be distributed in every parish this weekend and announced at every single Mass. This massive and urgent appeal may be unprecedented in our history as Catholics in America. It is an effort to mobilize the Catholic faithful on an urgent matter of public policy concerning the fundamental and foundational human right to life.

The E-Mail specifically asks that no parish opt out of this initiative.

We present the E-Mail below for our readers around the globe. Attached [see below], please find an Urgent Memorandum highlighting USCCB plans and requests for diocesan and parish based activation on health care reform.

The President of the Conference and the Chairmen of the three major USCCB committees engaged in health care reform have written all the bishops and asked that the attached USCCB Nationwide Bulletin Insert on health care reform be printed or hand-stuffed in every parish bulletin and/or distributed in pews or at church entrances as soon as possible.

Congressional votes may take place as soon as early November. If your Arch/bishop is not in agreement with disseminating the bulletin insert, you will be hearing from his office immediately. This prayer perfectly illustrates the main themes I have been harping on throughout this debate - that health care reform, as it currently stands, is not truly pro-life and universal, and that it contains no respect for (Catholic) conscience protection. These are glaring shortcomings that urgently need to be addressed!

*Pray that health care reform not be passed unless it is truly universal and pro-life.

Health Care! Now or never! Call immediately!

House Speaker Nancy Pelosi is planning to ram the massive health care bill (H.R. 3200) through the House on short notice, without allowing consideration of a critical pro-life amendment.  The House must vote on a key procedural resolution called "the rule" before it can take up the bill.  Right now, the rule will not allow the amendment needed to specifically exclude abortion from the bill.


Please TELEPHONE your Congressman IMMEDIATELY with a clear and firm message urging a NO vote on the rule, which is the procedural vote that would allow passage of H.R. 3200 with no amendments allowed.  The No vote will simply allow amendments. Urge also that he/she vote against the pro-abortion bill itself.

I know you have already called and written your Congressmen about the health care bills, it is critical that you call again now.  This will just take a few minutes. It is fine to try calling tonight (Monday).  You may get someone or an answering service and can leave a message.  If not, please call first thing in the morning.

Stupak Leads Pro-Life House Dems in Clash Over Health Bill Abortion Funding

WASHINGTON, D.C., October 23, 2009 (LifeSiteNews.com) - A final attempt to block a vast federal policy shift in favor of abortion will not be granted a vote as the U.S. House of Representatives considers President Obama's health care bill, because Democrat leaders fear the attempt would likely succeed, reports the Associated Press today.

As the health care bill prepares for a final battle on the House floor, Democrat Rep. Bart Stupak of Michigan is going head-to-head against his own party leaders, who are steadily pressuring him and about two dozen other pro-life Democrats to fall in line behind the abortion-promoting measure.

After his work to include abortion-blocking language in earlier versions of the bill that was thwarted at every turn, Stupak has vowed one more effort at a pro-life amendment on the House floor. 

But Associated Press writer Erica Wagner reports that, since a pro-life amendment would likely attract support from both parties, Democratic leaders plan to block Stupak from offering it: "Such an amendment would be almost certain to prevail, since it likely would attract the votes of most Republicans as well as some Democrats. So Democratic leaders won't let Stupak offer it."

If the vote is blocked, Stupak has repeatedly vowed that he and other pro-life lawmakers will resort to a last-ditch effort to thwart the measure by assembling "no" votes on a procedural measure that needs to pass before debate can begin. 

Because of an amendment that pro-abortion Rep.s Henry Waxman and Lois Capps pushed through the House Energy and Commerce Committee in July, the House bill explicitly opens the subsidies collected under the public plan to abortion, directs subsidy monies to plans that cover abortion, and requires each U.S. region to have an insurance plan that covers abortion.  The Capps amendment largely mirrors language found in the Senate Finance Committee's version of the bill.

This week, the House Democrats launched its first official survey feeling out how lawmakers will likely vote on the health care overhaul - a traditional time for leaders to focus pressure on lawmakers who have strayed from the party line.

Stupak, whose pro-life amendment was rejected in the July meeting, has taken a leading role alongside GOP pro-life lawmakers against the bill's vast expansion of abortion.  Stupak lightheartedly referred to his disagreement with Rep. Waxman, with whom he has continued discussing the abortion issue.  "I'm a little taller. Our minds don't meet," said Stupak of the shorter Waxman. 

Waxman, like other Democrat leadership including Nancy Pelosi, President Obama, and White House press secretary Robert Gibbs, continued to deny that the money directed to abortion providers under the bill qualifies as "federal funding for abortion services."  "We have done everything we can to ensure that there will be no federal funds for abortion services," said Waxman. 

The Capps amendment contains a provision to segregate federal funds to abortion-covering plans such that none would pay for abortions directly.  However, as the funds would nonetheless free up other money to pay for abortions, the National Right to Life Committee's legislative director Douglas Johnson decried the measure as a "bookkeeping scam" designed to give the amendment the appearance of a compromise measure.

WASHINGTON (October 23, 2009) --  The nation's largest pro-life organization has put members of the U.S. House of Representatives on notice that it regards an upcoming procedural vote on the health care legislation as a vote on whether to establish a new federal government program that would directly pay for elective abortions with federal funds.

In a "scorecard advisory" letter sent this week to U.S. House members, the National Right to Life Committee (NRLC), the federation of right-to-life organizations in all 50 states, focused on a key procedural resolution (called "the rule") that the House must approve before it can take up the massive health care bill (H.R. 3200).   The "rule" will specify what amendments to the bill, if any, may be considered on the House floor.

In a story transmitted today (October 23), the Associated Press accurately reported that the House Democratic leadership currently does not intend to allow the House to vote on an amendment sponsored by Congressmen Bart Stupak (D-Mi.) and Joseph Pitts (R-Pa.), and supported by NRLC, which would, as the AP reported, "include the Hyde amendment restrictions in the health overhaul bill."

The AP reported:  "Such an amendment would be almost certain to prevail . . . So Democratic leaders won't let Stupak offer it.  Instead, it appears they may have to take the risk of letting Stupak try to block action on the underlying bill, which he intends to do by assembling 'no' votes on a procedural measure [the "rule"] that needs to pass before debate can begin."

As approved by Democratic-controlled House committees, H.R. 3200 contains at least two major components that implicate abortion policy.  It creates a new program of premium subsidies for health insurance.  The AP story discusses pro-life objections to allowing those subsidies to go to private plans that cover elective abortions.  Oddly, however, the AP story does not mention the other major abortion-related controversy generated by the bill, which centers on the proposed "public plan."

NRLC Legislative Director Douglas Johnson commented:  "The bill explicitly authorizes the public plan, a federal agency program, to pay for elective abortions.  Democratic leaders, including President Obama, have claimed that no federal funds would be used to pay for abortions, but this is a deception, because the public plan will be a federal agency program that can spend only federal funds.  The federal government would pay abortion providers for performing elective abortions -- a sharp break from decades of federal policy."

"The public plan problem and the premium-subsidy problem are really separate and distinct -- the bill would need to be amended to get abortion out of the federal government plan, even if the premium subsidy program did not exist," Johnson said.  "Recent polls show strong public opposition to government funding of abortion and abortion coverage."

NRLC has obtained and today makes publicly available a memorandum prepared for a Member of Congress by the nonpartisan Congressional Research Service (CRS), which confirms all of the monies spent by the public plan would be federal funds (just as NRLC has previously documented
) -- implicitly refuting the claim by Democratic leaders and President Obama that no "federal funds" would be used to pay for abortions.

"The claim by Congressional Democratic leaders that the public plan, a federal agency program, could pay for abortions with 'private' funds, is a brazen deception -- a political hoax," Johnson said.  "The claim is implausible on its face, and it collapses if subjected to anything more than the most superficial scrutiny.  But for months, unfortunately, many journalists have allowed the Democratic leadership, Obama Administration officials, and President Obama himself, to get away with many demonstrably false statements regarding the abortion-related components of the pending bills."

For example, in recent weeks White House Press Secretary Robert Gibbs has said several times that existing law (the Hyde Amendment) would prevent the programs created by the health bills from funding abortions.  Although this claim, too, is
demonstrably false, no mainstream news operation or fact-checking operation has rebuked the White House for these deceptive statements.  Today's AP story does, however, correctly observe that "the Democrats' health overhaul bill would create a new stream of federal funding not covered by the [current abortion] restrictions."

While campaigning for the presidency,
Barack Obama committed to Planned Parenthood that he would cover abortion in his health care reform legislation and in its public plan.  "The pending legislation would establish a federal government program that would directly fund elective abortions, just as Obama promised Planned Parenthood," Johnson said.  "President Obama is trying to smuggle into law a federal abortion-funding program behind smokescreens of misleading rhetoric and calculated efforts at misdirection."

"Health Care Support Rising" You can fix that!

I have been hearing from people who are concerned that the health care furor seems to have quieted somewhat. A poll released today (which, as you probably heard and saw, received wide coverage) might indicate that this is true.
A Washington Post-ABC News poll shows that support for a government-run health-care plan to compete with private insurers has rebounded from its summertime lows and wins clear majority support from the public.
Sizable majorities back two key and controversial provisions: both the so-called public option and a new mandate that would require all Americans to carry health insurance. Independents and senior citizens, two groups crucial to the debate, have warmed to the idea of a public option, and are particularly supportive if it would be administered by the states and limited to those without access to affordable private coverage.
But in a sign of the fragile coalition politics that influence the negotiations in Congress, Obama's approval ratings on health-care reform are slipping among his fellow Democrats even as they are solidifying among independents and seniors. Among Democrats, strong approval of his handling of the issue has dropped 15 percentage points since mid-September. At first it seems hard to believe this poll, but it is a wake-up call for us!

A sleaze named Jack Huberman wrote a book that claimed Rush Limbaugh said Martin Luther King Jr's assasin (James Earl Ray) should get the medal of honor.  Trouble was Huberman did not attribute when or where Rush allegedly said this racist remark and still refuses to answer, because Rush never said this.  So Huberman is a liar.  But a lie goes half way around the world before the truth gets its shoes on, so CNN, MSNBC (including specifically Rachal Maddow) NYT and the major broadcast stations have all repeated this calumny.  It's a sad day that totally false remarks, lies, can be repeated by the Ministry of Truth; the mainstream media including NBC, ABC, CBS and CNN, and of course the New York Times.

The hearings at the State House on Tuesday were a pleasant relief for those who attended.
After Planned Parenthood opened the show in their always-premiere position, the rest of the afternoon was filled with testimony from the "real people" who agree with us. The day ended - amazingly - around 5:00pm. We are most grateful to all of you who attended and testified.

Congratulations, "Choose Life" License Plates! Phase One Accomplished

Congratulations to Merry Nordeen and to everyone who has reserved a "Choose Life" license plate!

In Massachusetts, the legislature does not have to approve the plates, but the organizer must have 3,000 people reserve their plates before the plates can be produced. If someone puts up a bond of $100,000, the plates will be produced with only 1,500 people reserving. Merry was fortunate to find a sponsor so the plates will happen with the 1,500 of us who have already reserved!

It is extremely important to get the second 1,500 people to preserve the bond! The generous benefactor must not be left in the lurch. The generous benefactor must receive the bond back.
All of us who will benefit from having the plates must continue to work as hard as we can to get 1,500 more people. Right now the number needed is 1,435 more reservations - let's get to it!

I received a last minute email late last night that I didn't see until mid morning today
and we just finalized arrangements a little while ago...

David Bereit, the National Director of 40 Days for Life, is coming to Springfield
and will be at our Vigil at 3550 Main Street in Springfield, MA tomorrow,
October 10, 2009, from ~11:00 A.M. until noon.  Check our website for directions.

Mr. Bereit is traveling with his wife Margaret and their 2 children and would love to
meet as many of the 40 Days supporters as he can.  I'm sure he will have many things
to tell us.  This will undoubtedly be a memorable occasion.

As it turns out, the Tradition, Family and Property movement's America Needs Fatima
is conducting a national Public Square Rosary Rally simultaneously at 4,327 sites across
our country tomorrow at 12:00 noon.  The site for Springfield is our Vigil site.

We are so grateful to Helen Cross and her committee: Steve Fielding, Ed Long, Connie and Cathleen Murphy, June Newman, Holly O'Hara, and the many others who helped make this year's Walk Wonderful! Don Feder was his usual eminent emcee. Jim Sedlak was rousing about Planned Parenthood. The young people from the Boston Archdiocese, the Fall River Diocese, the Montrose School, St Sebastian School, Presentation Academy, Methuen, MIT, Tufts, and countless other schools and parishes added so much enthusiasm and commitment! We had a huge increase in people overall, especially small children and their parents, which is so heartening!

After people on the sidewalk spoke to her, she entered the nearby pro-life pregnancy center instead.  "The lady who was about to have the abortion told the counselor she started to shiver when she saw so many people praying," said Ken Groves of the Manassas 40 Days for Life campaign. "At that moment she said she felt God wanted her to have her baby.

"Hi all - I'm basically just reaching out to all my contact for a tougher than usual Birthright case. I'm working with a Northeastern University senior who'e expecting in March and due to graduate in May. Northeastern does not allow her to stay in housing with a baby so now she needs to find housing for next semester. They also have not been helpful about childcare or options or even an EAP program like they might have for their employees.

So, her, her parents and the father of the baby are looking at ways to make this work so she can graduate. I guess I'm wondering if anyone has a friend or relative in Boston that might be able to watch an infant a few days a week (I believe the family could pay some - not a ton but probably a reasonable amount). Or maybe you know someone who has an apartment or room they could sublet or some other good housing situation?

Parents are 5.5 hours away and don't think it's a good idea to separate Mom and baby in the first two months so they can't take the baby home till she's done.
If nothing else I could use your prayers. Seems like a great family, a solid woman - her major is American Sign Language  - which is why she can't always have the baby at class with her - too hard to sign if the baby needs to be held or fed :)"

Important Public Hearings on "Sex Education", October 13th!

On October 13, 2009, the Joint Committee on Education will hold a public hearing on legislation that will affect your children. Please know when bills contain the term "health education" fully translated it means "sex education." Most of the bills requiring health education attempt to make Health a core curriculum subject, thereby making implementation of the Frameworks mandatory in all school districts. Under the Frameworks, students would be taught (numbers indicate learning standards or interdisciplinary objectives):
  • how to get an abortion without parental knowledge (4.20 and 4.a, parental notification / judicial bypass);
  • how to get contraceptives (4.7, whom to consultand 4.9, students report on state policy);
  • behaviorsfor pregnancy prevention (4.8);
  • acceptance of consensualpremarital sex (4.b); and,
  • acceptance of homosexual behavior (4.3, 4.4, 4.14 and 4.b).



Some of the bills below are commonsense legislation and should be supported, while others would usurp parental rights, especially in matters pertaining to children and sexuality. The bills below are of interest to all parents:

A few weeks ago, we had "saturation" (that is playing an ad enough times to be sure that everyone hears the ad often enough to get the points) on WTAG in Worcester and WHYN in Springfield. Right now we are running this ad in Boston on WRKO. The market in Boston is much more expensive than Worcester or Springfield. We have not yet been able to purchase enough time to reach "saturation" on WRKO.
Please listen to the ad, consider how important it is for everyone to hear and understand. Then, please, make a contribution. We must reach the "saturation" point for this ad!

National Right to Life sent out this explanation on how abortion is faring in the Senate bills - very badly from our point of view. Their press release is below if you want to know what is really going on in Washington. Thanks again!
WASHINGTON (September 30, 2009) -- Events this week in Congress provide fresh proof that top Democratic leaders in Congress are pushing forward with plans to establish massive new programs that would pay for elective abortions and subsidize insurance coverage of abortions -- which, if achieved, would break from decades of federal policy.

"Bills currently advancing in Congress would establish direct federal funding of elective abortion, and tax subsidies for private insurance that covers elective abortions -- both drastic breaks from longstanding federal policy," commented Douglas Johnson, legislative director for the National Right to Life Committee (NRLC), the federation of right-to-life organizations in all 50 states. "Ongoing events on Capitol Hill demonstrate the hollowness of President Obama's public assurances that he does not seek government funding of abortion."

The Senate Finance Committee today continued a series of meetings to amend the "America's Healthy Future Act," a health care restructuring bill proposed by Chairman Max Baucus (D-Mt.). The bill has a number of major abortion-related problems. Most of today's abortion-related debate in the committee focused on a proposed new program that would use tax money to help purchase private health insurance for about 19 million Americans. The bill specifically authorizes the use of these federal funds to pay premiums on private plans that cover elective abortions -- a departure from longstanding federal policy.

Pro-life Senator Orrin Hatch (R-Utah) pointed out that federal subsidies for coverage of elective abortions are not currently allowed under Medicaid, the Federal Employees Health Benefits program, or other federal health programs. Hatch offered an amendment, backed by NRLC, that would have prohibited federal funds from subsidizing plans that cover elective abortions, but would have allowed insurers to sell abortion coverage through separate supplemental policies not subsidized by federal funds. The Hatch Amendment failed, 10-13. Baucus and all other Democrats on the committee opposed the Hatch Amendment, except for Senator Kent Conrad (D-ND), who supported it. All of the Republicans on the committee supported the Hatch Amendment, except for Senator Olympia Snowe (R-Maine), who opposed it.

By an identical roll call, the committee also rejected another Hatch Amendment that would have codified the Hyde-Weldon Amendment, which is a temporary law prohibiting any level of government from discriminating against health-care providers that do not wish to participate in providing abortions.

On July 15, the Senate Health, Education, Labor, and Pensions (HELP) Committee approved a different health care bill (S. 1679), which also contains provisions that would result in sweeping pro-abortion mandates and government subsidies for elective abortion. NRLC's Johnson commented, "Today's Finance Committee votes mean that the combined bill that will reach the Senate floor in a few weeks surely will contain provisions that would result in both pro-abortion federal mandates and huge federal abortion subsidies. However, the full Senate must vote on the pro-abortion subsidies, and other pro-abortion components as well."

Meanwhile, in the House, Reps. Bart Stupak (D-Mi.), Joseph Pitts (R-Pa.), and 181 other members of the U.S. House on September 28 sent a letter to Speaker Nancy Pelosi (D-Ca.), pointing out that the health care bill approved in the House Energy and Commerce Committee (H.R. 3200), including an amendment offered by Rep. Lois Capps (D-Ca.), "radically departs from the current federal government policy of not paying for elective abortion or subsidizing plans that cover abortion." The letter notes, among other things, that the Capps language "explicitly authorizes the federal government (the Department of Health and Human Services) to directly fund elective abortions, with federal (public) funds drawn on a federal Treasury account," through the proposed "public plan."

The signers -- 25 Democrats and 158 Republicans -- urged Pelosi to allow a vote on the Stupak-Pitts Amendment to prohibit coverage of elective abortions by the public plan and subsidies for private plans that cover elective abortions. Seven other House Democrats have sent Pelosi similar letters in recent days, for a total of 32 Democrats.

In response, on September 29 Rep. Capps sent Pelosi a letter in which she argued that the proposed public plan really would not be paying for abortions because "money is transmitted to a private contractor who then reimburses physicians." Johnson called Capps' argument "truly laughable -- it is like arguing that it is not the government paying for the abortions if the government sends the payment via the Internet."

In reality, Johnson said, "The proposed public plan will be entirely a branch of the federal government, all of its funds will be federal funds, and when it pays for abortions, that will be direct government funding of abortion."

Johnson also noted that the nearly united opposition to the Hatch Amendment by Senate Finance Committee Democrats, and the continued resistance by the House Democratic leadership to allowing a vote on the Stupak-Pitts Amendment, "support our theory that President Obama is misleading the public when he says he does not want federal dollars used for abortion. In an attempt to keep his 2007 promises to Planned Parenthood, the President is trying to smuggle sweeping pro-abortion policies into law behind smokescreens of contrived language, verbal misdirection, and outright misrepresentation."

The National Right to Life Committee, the nation's largest pro-life group is a federation of affiliates in all 50 states and 3,000 local chapters nationwide. National Right to Life works through legislation and education to protect those threatened by abortion, infanticide, euthanasia and assisted suicide.
